The history of establishment of our Chamber began in 1991, when by the initiative of a number of big enterprises and organizations of the Perm region the Perm Chamber of Commerce and Industry (Perm CCI) was established as a structure contributing to the consolidation of enterprises in the difficult period of transition to market economy and promoting the development of civilized relations in business.

CCI is a non-governmental, non-commercial organization based on membership and comprises its members to carry out goals and tasks specified by the Law of the Russian Federation "On Chambers of Commerce and Industry in the Russian Federation". The membership in the Chamber is voluntary. Any Russian commercial and non-commercial organization as well as individual entrepreneurs may enter the Chamber. At present the Perm CCI comprises about 400 enterprises and organizations of the Perm region of different forms of ownership and spheres of activity: enterprises of small and medium-sized business, big enterprises, representing machine-building, chemical, metallurgical, oil-, gas-, woodusing industries, commercial structures, banks, joint enterprises.

Having begun its activity in 1991 with the operation of examination and translation bureaus, at a fast clip the Chamber has developed into a large structure having extensive organizational and technical resources and highly professional human resources at its disposal. Presently 69 people are employed with the Chamber rendering services in different spheres of business starting with beginning with expert evaluations, customs clearance, property evaluations and determination of world market prices, legal assistance and information support up to patent and legal protection of intellectual property and bar coding.

The Chamber possesses its own building. The work stations of 64 employees are computerized and united into a common local area network. Internal program developments of financial operations management system have been implemented.

The information and publishing activities of the Chamber are performed through publication of periodical editions, catalogues of the Chamber's members and enterprises of the Perm krai and the web-site work (databases and independent subject recourses allocation) is actively conducted.

The work aimed at the web-site information possibilities development and new technical solutions searching has enable for two years in succession to take leading place in the annual competition of regional web-sites carried out by the Russian Federation Chamber of Commerce and Industry.

The activity of the Chamber in the sphere of the Perm krai entrepreneurs' participation arrangement in Russian and Foreign exhibitions and business-meetings is well-known (Germany, Bulgaria, China, Korea, Great Britain, Austria, Italy, France, Portugal, Libya, the United Arab Emirates). Besides the Chamber annually welcomes 3-4 foreign delegations with business missions (Hungary, Germany, Yugoslavia, Great Britain, Austria, Sweden, Korea, China), many of foreign delegations come over and over again. It is no coincidence that the Perm CCI precisely is entrusted to organize most significant for the Perm krai exhibition stands and business tours to the near and far-abroad countries. In the last 3 years the Chamber set a course for interregional cooperation development with the aim of Perm manufacturers' goods and services introduction into the markets of Russian regions and CIS countries, as well as the Perm market requirements meeting. (Saransk, Omsk, Kazan, Kirov, Ufa, Surgut, Minsk, Irkutsk, Kemerovo, Astana, Chelyabinsk, Orenburg, Baku, Kiev).

For the years of its activity a lot of arrangements: seminars round-tables, business-meetings, trade and economic missions, Russian and foreign firms' presentations, consultations of the Perm firms by foreign experts for European programs of management promotion under the conditions of transition to market economy have been effected by the Perm CCI. During which time the Perm Chamber of Commerce and Industry multiply increased the volume of services and their quality, opened representative offices in a number of industrial towns of the krai (Lysva town, Chaykovsky town). In 1993 on the base of the branch of the Perm CCI in the town of Berezniki Verkhnekamskaya (Upper-Kama) CCI began its activity.

Most of the Chamber's employees have been evaluated under the program of "CCI EXPERT", valuation activities and other professional programs of skills improvement.

In 2002 the Perm CCI became a member of National Committee of the International Trade Chamber, World Federation of Trade Chambers.

In Chamber the quality management system on the base of international standards of ISO 9000 series has been implemented. The Chamber has obtained Conformity Certificates of quality management system to regulations of ISO 9001:2000 and GOST R ISO 9001:2001 (Reg. ¹ 04.271.026 of 14.09.2004 and Reg. ¹ ÐÎÑÑ RU. ÈÑ08.Ê00184 of 28.09.2004).

Within he frame of international cooperation the Perm CCI has been successfully working for more than 10 years with program of the PUM (NMCP). The main aim of PUM is to give assistance to different organizations in the period of transfer to a new market economy. It is a non-commercial organization. More than 3000 experienced specialists representing more than 60 branches are registered in the files of the company. Over the period of cooperation more than 80 consultations in the field of manufacturing management, technology, marketing, financial activity, industry, agriculture, transport, building, trade and commercial departments were rendered.

The Chamber actively cooperates with legislative and execution authorities of the city and krai, takes an active part in the work of steering committees and commissions including the Consulting Committee for Administrative Walls Removing on the Way of Investments.

On the base of the Perm CCI under the auspices of the Center of International Private Entrepreneurship (CIPE) the Coalition of Business-Associations for the Perm krai Entrepreneurship Interests Protection has been established. Together with the Regional Management Centre the project "Modular-sized program of Business Education for Leaders and Managers of Small and Medium-sized Business has been developed". The Perm CCI is a co-founder of one of the first in Russia corporative universities.

With the course of time the aims and areas of the Chamber's activity were changed.

At present the following aims of the Perm CCI activity are priorities:

• Development and support of small and medium-sized business undertaking in the Perm krai;
• Information services development and entrepreneurs information support;
• Development of material and technical base with the purpose of self-sufficiency ensuring and maximum gratification of information needs of the Chamber's every member;
• Development program of services in the field of intellectual property and bar coding;
• Development of the court of referees activity;
• Rendering of information and consulting services on the problems of Russia accession to WTO;
• Assistance in the field of international trade and investments.
